i would like to have an extra separator in the regions capital to form up my own regional council to help run the city even when there isn´t a governor there

i can imagine an extremly beautifull courtesan in the council creating unreast and people in the region making jokes about getting the jobs on the horizontal or make a council builded up of shieldbarers spear barriers veteran officers mercenary generals and the entire province goes crazy when there isn´t a batle being fought every 4-5 years

a council accomodating beteween 8 to 12 members would be extremly fun to "shape" the province and after 10 years they would disapear and we would need a new councilman to replace the old one

i would go as far as making family members retinue themselfs and assign them to units on the batlefield this could simulate generals going to rome faster and then returning the next campaign season (assingning family members to diplomats or particulary fast spies to move them faster)
