Check if a settlement at the roman turn is rebelling (use "toggle_fow" in the console)

Mostly it is due to that.

You can use "add_population -4000 NAMEOFCITY" to minimize the chance of a reballion or take it by FD for one turn.

You got the fixes for 1.2? Any minimods?
Try to move a unit just one space and save and press turn, sometimes it helps.

Also de-activating the script for one turn might help.

I had a similar situation in one of my AS campaigns. I used ForceDiplomacy to get all settlements of the Romans for one turn and gave them back afterwards. This saved my game.

Maybe you want to try that out?

If it is at the end of the roman turn (or at the beginning of the next faction (which I'm not quite sure who that is)) you have to try that with this faction.

PS: Your savegame crashes on my build instantly, maybe someone else can try?
