All starting factions unlocked
Thought I may as well make this up.
Replace the startpos.esf in this directory:
\Steam\steamapps\common\empire total war\data\campaigns\main
http://www.filefront.com/14875303/startpos.esf
Most original unplayable factions have no objectives, and when you load in, no correct line of sight.
To rectify (and be able to do something) click on lists, down the bottom right, then move an army unit. That will grant you line of sight and you can play as normal.

No system stability risks, this is just replacing a file that the game loads off.
Factions unlocked: Everything on the map (no vassals) bar Barbary States (I think, they may be unlocked)
Emergent/vassals: Hungary/Naples-Sicily/Louisana/13 Colonies etc get buggy and is too much work.

IIRC there's already one of these that has all factions unlocked with Victory Conditions and correct FoW if you search around on TWC.
