Default How come the forts are free to build?

The title says it... In my campaing i usually build forts near every mountain pass, or every river to keep the enemies out... And i have no need to pay for them... I just build them whenever i want, as many times that i want... IMHO if the forts costed some money, it would add to the strategic part of the game (playing as Pontos you would need to carefully consider where and how to build your forts, in one campaign i had like 8 forts holding down the seleucids, giving a few years to prepare before they could attack me)

Why would you pay for it? Those are just temporary forts, which are built by your own soldiers (whose upkeeps include this too technically) and they use the material what they can get in the neighbourhood.

Yeah, it doesn't make since to pay for it.

Your soldiers build it after a march, for protection and because it just is good strategic planning.

What they could have, as an option, is a way to upgrade a basic fort to something stronger, then you should have to pay for that.
Imo, the following "mod" is almost perfect:

For installation process, I followed the following: RTW Gold > Alexander > EB 1.1 > 1.2 > Official Fixes > 1.2 Mini Mod Pack 3.1 > LZ3's Custom EB Fix Adaptation > Phalanx Mod > RS Textures > Naval Strat Map Add On > Lysander's Sihunet Formations Adaptations > EOM 4 Carthaginian Governors Edition > Atraphoenix' RS Legions Adaptation For ALEXANDER EB > Getting Rid Of The Giant Trees Mod > (I've also modded the Roman reforms to happen sooner, deleted 7 files/folders to get rid of window lights and torches for night battles, and added 3 SKYMOD_BI .txt files for night lighting.) - The only thing missing is a 12 turns per year mod, maybe 6 tpy instead.

It would be nice to have better forts but, it makes sense IMO that the wooden forts should be free.

As i see it, in EB forts are not used for your armies to rest on the march, but to block access for enemy units. I usually occupy a fort with a unit that is almost depleated, and it will hold the AI for 2 turns.

It's unpractical to use forts for your armies to rest on the march, it's much better just to leave your army as it is, so you have a better chance against the enemy in an open fight.

The way i see it forts are more defensive structure to keep the enemies out, not to rest your army.
And that would cost some money IRL
