Forts are great, and as a Roman campaigner I used them a lot. That's a myth that forts in EB are temporary. Just send in a spy, and as he resides there the fort is permanently. I have forts in my campaign especially in Iberia and one just outside Rome that are at least 50 years old and in need of some maintenance.
