I remember in Latvia, they had 2 to 3 sets of subtitles depending, though usually just Latvian and Russian. The clincher was, during one of the movies, they spoke Chinese or something at a scene, and there were no English subtitles! That scene was evil.

Though in another movie, I think it was Rock'n'Roller, they had this Russian bad-guy and everyone was laughing at he was pictured/stereotype, they laughed even more when in a scene they were speaking Russian (Which was also subtitled in English), what the subtitle said and what they actually spoke in Russian were two vastly different things. They spoke something like "damn, it is another scene" and it was subtitled as "Let's go and kill her".
