If I list the 50 specific settlements that a factions needs to capture to win, do the AI factions expand to through those areas?

For example, Carthage, I listed all the regions in Iberia, Italy and Greece in descr_victory_conditions.txt. Does that mean they will take those areas if they are controlled by the AI (instead of going after Egypt)?
