XP has not the problems with the Program files like vista. So you don't have to move it. besides, you can move a RTW installation with or without EB to any position on your HD.

Seems that you have a download problem. Which browser do you use to dl the file and from which source do you start it? Did you try all of them?

The securest way to get a 100% clean and working downloaded file is to use torrent. I would recommend using utorrent (http://www.utorrent.com/) and see also their FAQ's.
