If your global rep gets very low the AI factions assume you are up to some trick. Try giving them map info first and then giving the same faction the city. I can usually give the Pope a settlement if I have decent relations with him even though my global rep is in the toilet (which it is almost always after the first 50 turns or less).

To move a unit or stack there has to be a named character or general, correct?

You can move any character (army unit or agent unit) so long as you know it's real name, regardless of the faction it's a member of. So enemy armies, heretics, and inquisitors (among others) can all be moved. Family members and other generals generally have both a first and a last name, and you'll need to know this name for the command to work. For instance in one of my games I have a general called "Gerhard the Chivalrous". "the Chivalrous" is not part of his name that the game will recognize. Instead, I have to use "Gerhard Courcy" which is what his real name is.

This makes moving enemy generals somewhat difficult if they have one of those labels as part of their name.

For those times that rebel armies (or heretics) annoyed me for randomly spawning, I typically found a spot on the map where I can banish them to. In Vanilla M2TW that was typically the New World ;)

There was one game I was bored and sent a bunch of random stacks from various factions all to the middle east for a massive brawl.

Interesting thing is that you can put multiple characters/units all on the same square with this command.
