Austria, Prussia, and the majority of the Holy Roman Empire faught against France and Bourbon Spain in the War of Spanish Succession. Granted, the rest of the century saw Prussia and Austria going at it hammer and tongs until the French Revolutionary Wars, but it is to my mind unthinkable that Prussia and Austria would have fought amongst each other or bothered with Poland until after the threat of Louis XIV France had been dealt with. To my mind, the game start (and the first few turns) should reflect the political realities, at least in a general sense, of 1700 (e.g. Prussia and Austria allied, Bavaria allied to France rather than Austria, Germany ready to take up arms against France and Spain, Poland leaving Germany alone and vice versa, Iroquios not going on the suicide warpath against the Thirteen Colonies, etc.) Of course, currently, they really do not.
I am sure it does not help that France in game is not notably stronger than any of its neighbors for the first few turns, at least.
