Intolerance and Sacrilege

I've noticed in my Seleukid campaign that all of my frontier governors who were once quite effective are becoming disgusting defilers of the gods of my conquered peoples. They simply keep picking up intolerance then sacrilege of the gods, which is ruining them as governors. Why is that? I'm on a slow quest to conquer the world but this happening will ruin me if it hasn't already. How do I stop this horrible occurance?

I hate bumping topics but this is killing my campaign so I'm hoping someone will see this and know how I can stop or reduce the occurance of these traits or at least tell me whats causing them.

I have this too in my Seleucid campaign. Intolerance is hardly a problem, but sacrilege raises unrest considerably. My guess is that good education would prevent this kind of thing from happening. I've yet to test it though...

Is it the client ruler or a FM?

For me I think having a good education causes this trait, as I get it more often with those I let sit in the capital.

That, or it may be the Temple of Atargatis. I spam that temple and only use the law providing Marduk one for landlocked faraway provinces.
