installing empire total war to give it another go, can i use the console anyway to pretty much force an emergent faction? like maybe i could just remove the units in an american city to lower the public order and usa will rebel out? or any other method anyone knows of. thanks.

Yep. Options include: raise taxes, destroy churches/bawdyhouses and other public order buildings, maybe build a university, and definitely remove your garrison.
