He is playing as Rome, would you exchange 6-8 Pedites Extraordinarii, Triarii and Principes for one unit of Eles? I would not, when I want to scare enemies I get some Gallic Mercs at a much lower price and add some flaming arrows.
Now I cannot actually recall the prices as I am not even playing as Rome right now but Baktria (sacriledge!! I know), but I seem to recall that the ratio I gave is close, but even four P E is worth more than one Ele IMO.
As Baktrian I like them though and try to keep an Armoured Indian One in each main army when I can afford it and the barracks for it are ready.

If you have tons of money - you can hire those african elephants. Actually trying to fight not the toughest enemiest - saba, and for the first time I used availabe to romans african forest elephants there. I was not impressed too much by the effect. A good cavalry force would make a better effect than elephants charge. Maybe armored elephants are better.
Well, Saba have mostly unarmoured and low armour units, which are the exact units the elephants were not ment to attack, since they could dodge them, + they usually have javelins which are Elephant killers.
Use the Elephants agains heavily armoured units, and you will see them getting their asses kicked. Also don't leave the eles in the thick of battle for to long. Once they've done the damage get them out of there and Charge again.
