Where to recruit elephants with romans?

In Konny's Roman unit guide, it seems that it is possible to recruit elephants in Africa while playing as the SPQR.
I'd like to know if it's true, because when I played my last roman's campaign (with EB 1.0 though) I couldn't recruit them.
I supposed they're should be in Carthago, with high-level local barracks and gov4?

edit : I couldn't find them elephants in the game's recruitement viewer.
