Carthage Reforms?!

Hi

Firstly, am i right in assuming that a level five regional MIC is the one that, in the Enables training of: section has (Rebellion only 5) next to Apeleutheroi?

If not, then what is a level 5 regional MIC?

If so, then why, after building at least 8 lvl 5 Reg MICs in my empire (all of north Africa west of Augila, Italy as far north as Segesta, Bononia and Patavium, southern Iberia, and the 4 meditarainean islands you start with) in the areas mentioned in the FAQ, why do i not have the reforms yet?

I cant be expected to take Egypt with linen armour!
