Yes.
Factional MIC 3 for Rhodians, on Rhodos only.
Factional MIC 4 for Kretans, in Kydonia, Antiocheia, and Alexandria.

hmm I built all military buildings to their maximum but I still can't see them (government type IV)

Slingers' projectiles have the AP (armour piercing) attribute: they do better against armoured units than almost any archer. However, well-shielded units and phalangites will still be more resistant to your missiles. Best attack them from the unshielded side or rear.

your answer brings me to another question how can I get those reformed makedonian phalangites?
p.s I will recrute the rhodian slingers, they are not as good as the balearic slingers, but I must take what I can get
Why not use the normal sphendonetai? They are just as effective against armored units as the rhodian ones, cheaper and easily available. I played two long KH campaigns and did not notice significant differences between the combat effectiveness of the two types (apart from the cost and availability).

Slingers and archers serve a different purpose. Archers are better against unarmored opponents, whereas slingers are better against armored ones.
The Rhodian Slingers are the best in the game. They are the only ones with a bit of armour. They are the most disciplened too and have the greatest range of every unit in the game iirc.
To get the Makedonian Reformed Phalangitai, you'll have to wait for the March of Time to happen, that means that the Romans build the biggest palace in Capua, Arpi, Ariminum or Arretium.

I fight mostly against heavy armed troops, I had not tought that balearic slingers are less stronger then rhodian ones ( because balearic slingers are much more famous)

Actually, when you got silver or even gold chevroned poor'lil sphendenotai, which was extremely easy to obtain anyway, you won't need the Rhodian slingers.But Toxotai Kretikoi is another matter, as they are good to hold the line too..

that's right, toxotai kretikoi are wonderful as both missle troops and tactical reserve, having 2 units of them around really saves up the unit slots for other stuff..
It depends. Balearic Slingers have a better attack (highest of all slingers), and an AP sword for melee. They are unarmoured though and their shield doesn't cut it. Rhodian Slingers have higher range (highest of all slingers), more ammo, and better armour. Thus, they are better vs enemies that can shoot back.

Balearics:
Attack 3 (AP) -> awesome
Range 175 -> quite good
Ammo 20 -> pretty low
Armour 1/9/1 -> sucks
Morale 11 -> good
Melee Attack 8 (AP)
Melee Lethality 0.11 -> decent
Rhodians:
Attack 2 (AP) -> good
Range 195 -> awesome
Ammo 30 -> good
Armour 4/6/1 -> good
Morale 10
Melee Attack 9
Melee Lethality 0.04 -> sucks
