Every city in the game will have at least one unit recruitable by all factions. Tolosa should give you Lugoae, Gaeroas, Iosatae and Gallic Merc General at least. I think Brihentin, Sotoroas, and Neitos are available as well. During Marian Reforms, Gallic Auxiliary Cavalry will be available.

You have built the government and then the regional MICs, right? You won't get any local troops until you build the correct regional MIC to produce them.

In the first campaign I have nothing available in Gaul outside Massalia, nothing in Mediolanum or Patavium, and very little in Spain, and restarting (again using type 4 expansion) I have nothing available in Segesta.

Is there a trick or am I doing something wrong? Does hitting the expell button remove the ability to recruit locals?

The EB team made certain units available in certain provinces to certain factions based on historical accounts, that is, factions can only recruit certain local units if they historically would have. Of course, in many cases the decision did have to be somewhat hypothetical, because for example, Hayasdan never expanded into Germania but they still get some low level local units. So, in game, it depends both on which faction you are playing as and which province you are trying to build in. Additionally, it depends on which gov't type you build, as Type I's limit local access but increase factional access and Type IV's limit factional access and increase local access. After this, it depends on which MICs you build. If you are only building the factional MIC chain, you will only get access to factional troops. You need to build the regional MIC chain to get access to local troops.

As the Romani, you should at least have access to a good variety of units in most Gallic regions. Celtic Archers, Celtic Slingers, Lugoae (levy spears), Gaeroas (spears), Neitos (heavy swords), Teceitos (axes), Luece Epos (light cav), Brihentin (heavy cav), and a few more I think; you should be able to raise a full army from them in many regions. If you cannot and you have built the proper regional MIC after building the gov't, I have no idea what is going on, because you should be able to recruit at least a few units.

If you expelled enough of the population, then you would have too low a population to recruit any units potentially, but once the population rose more, you should be able to recruit them. Plus, even when you have too low a population to recruit, the potentially available units should still show up in the recruitment menu, they will just be grayed out because you cannot recruitment them. So I don't think this problem has anything to do with expelling or enslaving.

Unfortunately, the map for the Gaul region seems to be missing (at least it didn't show up on my computer), so it may not be as helpful for this particular situation.

For Segesta specifically, you should have three units available if you build the regional MIC chain completely. The Illyrioi Paraktioi (a levy clubman unit), the Illyrioi Thureophoroi (a light/medium spear unit), and the Illyrioi Hippeis (a surprisingly effective and fast light cavalry unit). If these are not available after building the local MICs, then something is clearly wrong, but I am not sure what that may be.

Also, check out the recruitment viewer, which should have installed on your comp with EB, to check and see which units you should have available in each province. It is a bit out of date, but the vast majority of the information on it is still accurate for EB 1.2
