Every city in the game will have at least one unit recruitable by all factions. Tolosa should give you Lugoae, Gaeroas, Iosatae and Gallic Merc General at least. I think Brihentin, Sotoroas, and Neitos are available as well. During Marian Reforms, Gallic Auxiliary Cavalry will be available.
Most cities I have conquered are giving me nothing, is there something I'm doing wrong?
