    Default Hayasdan can build a govt 1 building in Tuat?

    I have just conquered tuat from carthage. I built the provisional govt building and the next turn i was surprised to see that all govt types are available - a surprise considering most places only govt 3 or 4 is available.

    Has anyone else seen this? or is something strange going on with my save?

    Everyone can build Homeland in Tuat. It has something to do with the victory building. You can build homeland without experiencing ctds although you wont get much troops out of the factional barracks.
