Bribing offer?

Hi everybody, I just have a quick question about bribing. Is it normal that when I try bribing any army, I can't make him any offers only wait for HIM to give me a price. And most of the time he says hes to honorable to be bribed...
Is this a bug?

No, it's not a bug. Either you aproach them with an unexperienced diplomat (low influence) or you do not have enough money for the bribe. You also cannot bribe faction leaders and heirs.
