I don’t think you can shoot at them. What they do is let you see the Enemy deployment when you set up.

No. You can see the enemy deployment during your own deployment stage if you have a higher ranking general (= more stars) in command of your army. So ranking the stars makes sense.

I believe the enemy gets a morale penalty from the taunting as these are the French we are talking about.

This is cool...
You know...since ETW, I have wondered what would be the next big step for the TW series (I always thought Napoleonic era would be an Expansion of ETW), and WWI really comes to mind, so these balloons would be Biplanes in that game :P

https://www.youtube.com/watch?v=cPx5nGXWgP8 , another one of my generals was being followed by the hot air balloonist. His rank was 9 stars- 1 more than Napoleon. If your general gains enough experience, he can be followed by the hot air balloonist, but it takes a long time. My other general got the hot air balloon after like 150 turns.
My wife says that Napoleon will use it to leave if I fail in a battle...
