You can do it paint...
Just make sure you use the transparent background option on text as it is white as default.

You may find this hard to believe, but somewhere out there a Unix-compatible paint program might exist.

Lemur posted an excellent suggestion, but if you want a very simple replacement for MS Paint, try Paintbrush.
