Can I somehow recruit original romani army in goverment type 2, 3, 4?

In the early days, before the Polybian reforms, you can only recruit Roman troops in your starting cities and Segesta, I believe you need a level one govt in Segesta to do so.

Camillan and Polybian Roman armies were made up of only half Roman troops, and the other half of the army was allied troops. So only half of the units in each of your armies should be Roman units, the rest will be Greeks or Gauls or Spaniards.
