This is not correct. Pontos has no reforms like Hayasdan has. The only reform they get is when their bodyguard upgraded, and that's related to the March of Time (giving Makedonia Hysteroi Pezhetairoi, and upgrades for Hayasdan, Pahlava, Pontos and Baktria in their bodyguard units).

But as far as I know, Pontos can't built their 3rd level MIC on type 3 Gov't as a side effect of that was tied with Hayasdan Persian reform... so built type 2 Everywhere you can... (other faction can normally build level 3 native MIC on type 3 gov)

Is this correct? I wanted level 3 factional mic and level 4 local mic in early conquered provinces (typically level 3 gov) & much later upgrade to level 1 gov and drop local mics. After process_cq I see level 3 gov only allows level 1 factional mic. Is this just how it is with them?
