its just that other factions have more than 1 going on sometimes - i think thats what he meant

yup, the ai can have more than one going at a time. i've had the ai send as many as 3 at me, all from the same faction and all active. and no, you can only have one going as the human. i believe the bug is that the ai can have more than 1.
