You might have seen this thread on twcentre, I'm posting here due to lack of response.
Anyway, how does the team plan to deal with historically unpaid units in the game? For example, pre-Marian Roman legionaries, and landed Successor phalangites? Surely upkeep shouldn't be charge for those units unless one is using them on campaign?
Perhaps you could use the free garrison upkeep feature, allowing these types of units to remain in towns for free? Once you move them out on campaign, then charge upkeep?
I don't think the levy feature that disbands the unit for part of the year should be used for these units. They could campaign at any time. Sure, you could perhaps use it for the actual levy units of these factions, but not these particuar units.

"The Klerouchikoi Phalangitai will be used to represent reserve pikemen, who unless in time of emergency are back home on their farms tilling their lands. In game terms this means that they will cost about as much as Pezhetairoi to recruit and will be free upkeep as long as they are in cities."
Will this also apply to pre-Marian Roman legionaries?
