but no seriously, the best i could find so far is C&C2, and although you can sketch with it, its crap for in-game looks

I know the CA guys used PSP or PS (photoshop and paint shop pro) for deatils, but it really looks like they've used some map making package to start with. If you look at the mountains, trees and hills, its almost like they've used such a program, but know exactly what THEY used would be very good.
A topographic map of the region
and a little imagination.:D
