2. There aren't really 'tools for the game economy' that I'm aware of. There is a recruitment viewer that tells you which unit is recruitable by which faction when it builds a certain factional or regional barrack. Other than that, there are also a set of 'building trees' that you find as pdf-files in your RomeTW\EB\Documentation\JMRC Building Trees. The latter files come in very handy to know which buildings need or need not to be built in order to build a specific building. If these two can't solve your problem, maybe you can either specify your question (e.g. which units is it you want to recruit? Or what faction are you playing that could use some economic help?), or check one of the starters' guides for your faction. You find these in the subforum EB Gameplay Guides and AARs.
