I mean, it literally is goal tending though. It takes a sure goal into a possible goal. In the tournament so far we have a 75% success rate for PK's right? So late in the game (aka at the most dramatic moment) you give a huge reward to a player who commits a blatant foul. Make it red card + goal allowed automatically and then no one will do it. It shouldn't be a tactical decision.
