My suggestion is to not use Roman generals to hold the cities, but Allied generals. Use Type IV governments in captured Greek cities initially, and recruit Hellenic garrison troops, not Roman units.

Only convert captured Greek cities into Roman provinces (Type III or higher governments) once you've captured all of the Greek cities including Pella and Ambrakia.

What is the motivation behind that? Is there a reason to use the same policy as KH conquering Italy?
