Trouble with MICs

Hello all. Im not new to EB, but recently reinstalled it. Im playing as the Roman faction and i cant seem to get my Roman MIC to appear on the build list for the Citys i have taken (though i can build the other tyoe of MIC and upgrade the Roman MICs i already have). I always destroy any other factions MICs and temples etc the first turn im there, and i have done the 1 turn pacification and built either type 1 or 2 governments in them.

From what i remember from last time i played this should make the Red MIC appear in the build list, but for the life of me i cant find the damned things! Am i doing something stupid?

Oh and if it makes a difference this is prior to any reforms.

Before the Polybian reforms, you'll only be able to build factional mics in a few provinces in Italy. After that you will be able to build them in all of italy, and after the marian reforms in pretty much all the empire.
