Looking for a map I once saw here

It was the EB map that showed (with colors) what government best to build if you are playing SPQR.

Green = type 1
Blue = type 2
....

Does anybody still have it?

Also, as I just started a SPQR campaign I know that once I want to attack Kart-Hadast the AI will have almost no troops there. How can I add troops to a enemy settlement and make a more interesting fight?
