It was really a gradual transformation from the old BGs, a Parthian king didn't just say one day, "I'm gonna turn my bodyguards into these" and from then on that was what was used.

A good date would be when Mithridates I took the throne and conquered much of the East, which would be 171-138 B.C.E.

Historically, cataphracts armoured like the Late Bodyguards and the Late Armored Elite Cataphracts were not in use until the first centuries AD. Down to the first century BC, all Parthian cataphracts were armed like the Parthian Noble Cataphracts.

Our Parthian expert has been caught up in real life and so he can't answer this question. And unfortunately, I'm not a Parthian expert myself. However, with what knowledge I have I can tell you that the late bodyguard is probably 1st century AD. It's inclusion in the Battle of Carrhae could be debated quite strongly and the one defense is that we don't truly know exactly when such incredibly heavy cavalry showed up.
What that means for EB2, I don't know. We haven't gotten that far yet. Although any arguments you could make for or against the Imperial Roman units would be the same.

I am quite Astonished, that it made its way into eb1 in the firtst place. I meanthe March of time triggers somewhat 200-ish and they didnt actually show up until 1st century AD? Thats unusual for the eb team...

I would agree with the 1st c. AD being a realistic date for such cavalry. The terracotta figurine from Seleucia on the Tigris, the frescoes from Old Nisa, and the Babylonian plaque now in the British Museum (if it is from the 2nd or 1st c. BC, and not just a late example of such armour) all show the same kind of panoply in use in the last centuries two BC: simple, pointed or bowl-like non-Spangenhelm helmet; scale cuirass; and laminated armour for the limbs. In other words, the armour of the Parthian Cataphracts and Parthian Noble Cataphracts.
