A. Partial answer - there are many different factions, but only about 8 playable (most of Europe, and one in India), with the vanilla version.

Don't know the country you're in mate, but in England, I have seen all Empire TW DLC (including Warpath campaign) available on a single DVD in Game/HMV for around £15
I don't actually play ETW, so don't know the other points other than to confirm NTW map is Europe and Mediterranian (Battle of Nile and Battle of the Pyramids are historic battles that can be played)

Well, I have another question: why does STEAM only patch Empire Total War to the 1.5 patch, and not 1.6? Do I need the Warpath Campaign installed as well?

The last patch didn't change the patch number is all. It may have changed the build number but that is it.
So it should still say 1.5? Why not 1.6, how am I definately supposed to know... 
With updates on steam it is very difficult to have an old version of the game.
Why the developers chose not to change the version number is beyond any here to say, unless one of the CA staff chimes in to let us know. But so far that has not happened.
They have all been very quite for a long time now.
