I use Vista. It has never had a problem with it before.

Yup. Only account on the pc.
You can try to things:
1. Right click on the .exe and choose "Run as Administrator" and confirm your choice on following screen.
2. Turn off the UAC and run the .exe by left clicking it twice (it's not recommended because of security reasons).
3. If both doesn't work, then you need to reinstall the game, but put it outside the Program Files. Actually, it's poor choice to install games there, because UAC monitors changes in crucial directories and makes problems when you want to run the game.

When UAC is enabled it monitors your actions and warns you a lot when you fiddle with Program Files and Windows directories.
