Don't install EB under Program Files, better is C:\Games or similar.

It is normal that the installer takes long to load, as the OS will load it first into the UAC, disable that and it should work. Here is a thread that might help you: https://forums.totalwar.org/vb/showthread.php?t=80270

If you can't access the file, use Unlocker to delete it: http://unlocker-portable.en.softonic.com/

Been having this problem, and just noticed this forum. My problem is a bit more advanced than what's described here, though. I tried to download EB 1.1, and when the file finishes the web browser locks up at 99%. When I try to select to .exe on my harddrive, then Windows Explorer also locks up, making it impossible to open or delete the file.

Because of this, I cannot download anything with Firefox anymore, because when I do the Firefox download manager pops up and since the EB1_1.exe is displayed there, the browser locks up and must be End Task'd.

Unlocker does not seem to work, either. I had to use IE to download it, and when I extract it the .exe for Unlocker does nothing. Double click on exe, waited five minutes, nothing popped up.

I do not have Rome installed to Program Files, or to the C: drive at all. It is in its own directory on another harddrive.

I have UAC turned off, it was one of the first things I did when I installed Windows 7.

What can I do to make this work? More importantly...how the heck do I delete these EB1_1.exe files so I can actually download stuff on Firefox again? Thanks muchly.

There must be some things wrong on your system, normal Firefox and IE don't hang up on downloading files. (However, both have problems with FileFront, did you download them from there?)
I'll suggest scanning your OS for problems, as if also Unlocker doesn't install either, there is something wrong!
You can try to delete all of Firefox temporal data (if you find them, most should be under C:\Users).

It's definitely the EB files that are messing things up, not the system. The system's run fine for over a year and everything I've run to find out what's wrong says the computer's working fine. I only get a problem when the computer does something that involves accessing the folder containing my downloads (and EB1_1.exe), C:\Users\<Name>\Downloads.

The reason it hangs up when the download finishes is because it automatically opens the download or its directory when it finishes. And yes, I did use the Filefront location the first two times, which gave me my first two EB1_1.exe's that I have, but since those two I have been using the Org FTP link with the same result. As for why Unlocker doesn't work, I'm not sure. There seems to be a problem with getting it to extract properly.

I just tried another download location for Unlocker, and I'm getting the exact same thing. Once I install it, the two .exe's provided for it don't do anything. The program is running in task manager, and its icon is in the system tray but nothing pops up. Is this...supposed to happen? I really don't want to have to reformat my harddrive because of EB, but that looks as if it's what I'm going to have to do at this point. These files are completely messing up my browsers. I'm thinking one of the files, either the original EB exe or the Unlocker exe, had a virus. The Unlocker link provided here was flagged as harmful by Microsoft Security Essentials.

Both the EB link as also the Unlocker link come from their creators which I doubt strongly send virusses around the world!
Start your OS in safe mode and delete the files you argue with.
And why doesn't Unlocker work? Did you double-click on the icon in the task bar?

Another issue I see from here is your browser setting, disable the automatic opening of downloaded files, it seems as if FF an IE have a process running on your files.

I "fixed" this by simply waiting for the files to open. After clicking on the EB exe, it took about 40 minutes to open, and it installed fine. After selecting the files and pressing delete, it took about 45 minutes for the delete yes/no window to pop up and they have been deleted. When I cleared my firefox download history, it took about 30 minutes for it to clear. Now everything's peachy, and EB seems to be working fine. Ha, kind of strange. What is so different about the EB executable that causes such bizarre behavior when you try to open them? Looks like I'm not the only person getting this in Windows 7, and I have never seen an exe take more than instant time to open.

Well, anyhow, if anyone else gets this problem - rest assured, if you just click and go do something else for an hour, it will be open when you get back. Give it some time.

The EB installer is packed at a maximum size and was created with programs which aren't optimized to Win7, UAC or 64bit systems. The most Win7-users have no problems opening the installer, however there is a slight increase in numbers of those who receive issues, the reason could be either your individual software/hardware or some of the recently published updates to Win7 by Microsoft. FYI, I personally think that the problem is somewhere in the system, maybe some protection softwares or similar background processes.
