RE : Romani:
You will get some bad FMs, doesn't that add to the realism? Just make sure every adopted, married into the family, and coming of age FM goes to school for 3 years or so, in a city with a top level educational building. Early on, I send them all to Rome, later I have 3 or 4 bases of Education (e.g. Rome, Somewhere in Spain, Somewhere nearish Paris, Athens). The ancilliaries and benefits they get from being well educated, well outweigh the drawbacks of being slightly over or even uneducated. Some get a bit too pedantic, and atheistic, buit send them to govern somewhere, and they generally adopt the gods of that settlement quickly, and run the place better through their education background.
Don't worry about too much money either. In My last epic Rome campaign, I had around 14 million mnai in the bank, at the time I got the Marians (about 165 BC). I was still getting very good FMs, some eventually topping out with 10 man and 10 inf. The only building to really avoid, is the Augures building line, as Anubis pointed out earlier. This just causes mass drunkeness ;)
