    I hear what you're saying, but I think the problem is that there isn't more variety of Spartan units, than what their penalty would be. Maybe there should be Elite Spartans and Regular Spartans. A 13 Attack, however, is still higher than the Celtiberian Heavy Infantry attack, an elite mercenary unit. I would even agree that they also deserve the .225 lethality attribute, given how deadly the hoplite method of warfare was coupled with the specificity of the pike spear. But you cannot deny that any regular hoplite deserves to not have 14 attack, as opposed to 10, given the Polybian Principe, which dominated them in combat, has an 11 attack value itself with a sword. The 10 value is inherenty more balanced and, hence it seems, as should've been intentioned. Otherwise, the nerf only serves to skew the game in the complete opposite favor.
