I added some money via console and queued buildings that give law bonuses. Using the console again to speed up buildings increases public order and the game is secured for the moment.

Be sure to not let your settlements rebel, this may cause the game to malfunction. Keep a high public order in your cities, send governors to take control over hard to control regions, increase garrisons and build law-buildings and temples of Jupiter.
