Download the BIF Reader 2.2a from this site (on the left, in the files section, and choose files/utilities. Should be near the top of the list of available downloads.) For editing unit Stats, download the Unit/Building editor versin 2, from Gnome. (also available on this site.)

Follow SoS and BvB advice regarding Bifreader 2.2a and looking for info on other threads or downloads.
Just 2 points to think about -
1) most modders use Bifreader (2.2a or whatever) as an excellent tool for converting BIF images/frames to BMP images. It's then a lot easier to amend the extracted frames (BMP's) using whatever Graphics program you prefer. Most people, to my knowledge, never use BifReader as an editiing tool - just a graphics format conversion tool )Bifs ro Bmps and visa-versa)
2) Bif's are a 256 colour palette image format. Bmps are may also be a 256 colour palette OR a true colour bmp. This can cause problems sometime when you load a a true colour bmp back into a bif and all the colours change
There are ways to avoid this but it all depends on what product you use to play about with 256-colour palette bmps (I find Windows Paint perfect!and whether or not you Import them into the existing Bif or an entirely new Bif.
Really, many people fall foul of this (myself included) on many occasions - it really is a case of trial and error at times. What works? What does'nt?
