EU3

[Ibn-Khaldun]

Some time ago there was an EU3 succession game. I liked it. Now that I have EU3 myself I thought I'll start a rpg with it. It will be similar to WoTS(one player taking the save and building/recruiting/etc).
EU3: Heir to the Throne will be used to play the game. However, it is not necessary for the Players unless they want to become Prime Minister(the person who controls the save).

Although I picked Great Britain and Seven Years War are just suggestions. I'm ready to play all the factions. It's just that the system I propose here fits well for the Great Britain.

Anyway, here are the current rules:

-Game Settings-
EU3: HttT
Difficulty: Normal
AI aggressiveness: Normal
Lucky Nations: None
Campaign: Seven Years Campaign
Faction: Great Britain

-Players-
Each player will roleplay a member of the parliament. They will represent one of the core provinces. The province will be either randomly assigned or the Player can choose which one he want to represent.

-In game characters-
The only in game characters that can be roleplayed are the King and the Advisors. However, Players don't have to pick them.

The King
1. Can hire/fire Advisors when ever he wants.
2. He can veto 1 parliament decision per session.
3. Can start official investigations.
4. As a unit commander he can decide where that unit moves. All units recruited in a province where the kings army is stationed will be added into his army unless ordered differently.
5. Can run for the position of Prime Minister. If elected he will loose all his "Royal" powers.

Advisors
1. Players can become Advisors if one of them is available.
2. If more than one player wants to become an Advisor then the lucky one will be chosen randomly.
3. At least half in-game year have to pass before Player can choose a new Advisor after his last one died or was fired.
4. Different Advisors have different abilities.
5. It takes 2 Advisors to start an official investigation.

-Game management-
The Prime Minister will play the save game and after every 3 months he starts the Parliament Session.
He is responsible following the parliament decisions.
Prime minister can't enact national/religious/cultural decisions without the consent of the parliament.
However, he can enact any provincial decisions when ever he wants.

-Official Investigation-
The King or the Advisors will receive the current save game in order to investigate whether the prime minister have followed the decisions made by the parliament.
Investigations must have a target area specified(diplomatic relations, unit recruitment, trade etc).
All other information should be ignored and can not be used publicly.

-Game Master-
Ibn-Khaldun will serve as Game Master and is responsible for management of the game and enforcement of the Game Rules.

-Parliament Sessions&Legislations&Influence-
Sessions consist of 3 days for debate, followed by 2 days for voting.
All players can propose maximum of 3 legislations.

-War-
Any declaration of war must be authorized by law.
'Calls to Arm' decision(whether to accept or not) can be made by the Prime minister if it expires before the next Parliament session.

-Impeachment-
During every Parlament Session Players can propose to impeach the Prime minister.
If more than half of the Players support impeachment the King can decide whether to remove the prime minister or not.
If more than three quarters of Players support impeachment the prime Minister will be removed automatically.

-Elections-
All players can become prime ministers.
The only requirement is that all candidates have the correct game version.
After the impeachment of previous prime minister, Players have 1 day to announce their candidacy.
2 days for debate will follow.
After that Players have 2 days for voting.
