Seleucid reforms

I have built the Level 3 Government in the cities mentioned in the FAQ (had to tear down the government buildings that were there before) but what is "persiapart" or "persiafull" that I have to build (supposedly afterwards)?

There is no such building in my queue.

Is the Persian reform for the Seleucids anyway? Or do they just have the catapharact reform?

Seleucids: 1
Cataphract Reforms
-At least year 253BC
-Two different generals must loose a large battle (including a loss to the general's bodyguard) against a faction that uses cataphracts (Pahlav, Armenia, Baktria).

Seleucids just have catapharact reforms.

Persian Reform
-Build Type3 governments in these cities (Arbela, Seleukeia, Babylon, Ekbatana, Charax, Susa, and Persepolis)
-Build (persiapart) in these cities (Susa and Persepolis)
= (Subjugation resources will appear in Susa, and Persepolis)

Western Expansion 2:
-Build Type3 governments and (persiapart) in these cities (Ekbatana, Seleukeia, Babylon, and Charax)

Persian reform is just for the Persians.

The Hayasdan can restore the persian empire and thus have this line of reforms that grants them the ability to build lvl 1 govs at all. the pahlavans have the parthian reform which enables higher level of baracks and civil builings generally changesthem from nomads to settled people.

This will take some years (IIRC 5), if you want to now it exactly, look it up in EBBS.

Not sure, I've never done the Persian reform before. But the Persian faction is called Pahlava (or something similar, correct spelling at the moment eludes me!).

The Parthians weren't Persians. They conquered a great deal of the former Persian Empire and took over the culture, but they were steppe nomads, not true Persians. As Ca Putt wrote the Persian reform belongs to Hayasdan (Armenia), whom weren't Persian either, but were IIRC ruled by a Persian dynasty and were culturally close.

but who spoke the Persian tongue? i'd say they are the 'true' persians, since administrations, armies, live and die but people speak forever. I've always wanted to learn modern persian..

The Persians themselves? They aren't a faction in EB, though. I am not sure about the Parthians: in 272 BC I guess they spoke an Iranian language, which was related to Persian but not the same thing. In the course of the EB period they took on a great deal of Persian culture, so they may have adopted the language as well.

I am not an expert like TPC, but I am pretty sure this quote is correct. Today we use the terms "Iranian" and "Persian" interchangeably, but in an ancient context "Persian" refers more correctly to the inhabitants of Parsa (modern day Fars, southwest Iran) and the Persian language, which had evolved from Old to Middle Persian by the time of the Sassanids. The Parthians were an Iranian/Iranic steppe tribe with their own language distinct from (but related to) the Persian language. Parthian and Greek became court languages, and likely whatever variant of Old/Middle Persian was spoken at the time would have also been adopted bu the royal court. However by the 200s AD the Pathians were still seen as foreign rulers by the native Persians, who overthrew the last Arsacid king and established the Sassanid dynasty, so perhaps it can be safe to conclude that their rulers did not integrate fully into "true" Persian culture.

Then do so! I just began learning this language a few weeks ago, and it is really quite beautiful. Apparently it has also changed very little in the past thousand or so years, allowing you access to some great literary treasures of Rumi, Firdousi etc..
