Depending on faction, you can use type 3 to boost up experience for the troops built there ( sweboz for example ), while you don´t actually need the highest tier barracks to recruit your factional units available in those particular provinces - chatti spearmen + chatti jugundiz only require tier 3 of the factional barracks, and you still benefit from the bonuses of tier 3 government building. tier 4 also decreases law, and doesnt give any public order bonuses for sweboz, while you might want to lower corruption and unrest in those regions, without having a client ruler governing the province.
Aside of that those buildings got some RP reasons, imo: type 3 government represents a semi independent allied state of the semionez, while type 4 is an independent client province. But if you roleplay the unification of the sweboz, you might want to have "convinced" the chatti or other tribes to join your confederation, instead of ruling them directly through type 1 administration.
/off topic: i really love the RP aspects of EB, but would it be possible for EB2 to implement some kind of link between the ethnicity of a governeur with the ethnicity of the province? Like: depending on the art of gouverment system in chatti land, say, type 3, one should rather use a chatti FM to get the full bonuses of the province, while others would cause unrest ( similar to the imposter trait mechanics ). Also, i guess the "attuned gouverneur" should symbolize this, but it would be much cooler, if one coud link the FM to the province through traits or ancillaries, indicating the connection between FM and the province, wich he has gained as his domain, even if he is located somewhere else on the map. Just some ideas, wich actually belong in EB 2 forums, but came to my mind while typing the stuff above :)
