This happens very frequently, usually when the AS takes Ankyra en lets it revolt.

Since the Galatians are descendants of the Celtic invaders from some decades earlier, they have the Celtic culture, which gives it to the Arverni.

I lived for three years not knowing what AAR is.

Some settlements when they rebel instead of going to the eleutheroi, they become settlements of a faction with their same culture...

I've seen that situation with Saba, Palmyra and Nabataea, but it seemed to some extent logical due to proximity of the Homeland, but this was the first time i've seen it with ankyra. Anyway, got my answer, makes perfect sense, so thanks!

As I understand it: a rebelling settlement will defect to the faction that constructed it's governor's residence unless that faction is the current ruler, in which case they rebel to the eleutheroi. Starting eleutheroi settlements have a faction_creator setting that determines which faction is used for their starting buildings: if the town is conquered and rebels before the governor's residence is upgraded, they will revolt to the faction_creator. There is also a faction_owner setting that determines which faction is used when the governor's residence is upgraded by the eleutheroi. For example: Ankyra has the Aedui as the faction_creator and Averni as the faction_owner (or the other way round).

Happens all the time, as people have said it's about the faction_owner and culture.
It began on seven hills - an EB 1.1 Romani AAR with historical house-rules (now ceased)
Heirs to Lysimachos - an EB 1.1 Epeiros-as-Pergamon AAR with semi-historical houserules (now ceased)
    Philetairos' Gift - a second EB 1.1 Epeiros-as-Pergamon AAR

If Ankyra upgrades to a city before it is conquered, the Aedui will control it when it rebels.

provided I understood him correctly he meant that if upgraded by the eleutheroi before it's conquered. as this is seldom the case it mostly rebels to the arverni.
that makes Aedui faction_owner and arverni faction_creator (well i did not check it in the code but that's what would appeal to me mostly)
