    Since this unrest is a trait only the governor of the city can influence it's public order. So if there is a local ruler recruited through the typ4 gov you won't have any problems with this unrest-trait. In my last macedonian campaing sparte was an ally.

    Ahhh, I didn't realize it was a governor-only trait. Thanks for the correction!

    The trait is not governor-only, but only the governor having it has an actual effect on unrest. Just to be precise :)

    Which is logical. If I were installed as a client ruler by a foreign power, and one of their family members/leading generals came to study at a unique school in my lands, or for any other purpose that doesn't disturb my kingdom's life I would certainly not mind, and I don't think anyone else would.
