You can put any unit there that is produced from a city(the militias etc.)

Free upkeep is per settlement type. Free upkeep in cities means anything recruited in a city gets free upkeep when stationed there. Anything recruited in a castle is likewise free when garrisoning a castle (can't remember if vanilla had free upkeep in castles, but SS does)

No, Vanilla M2TW does not have free upkeep in castles. Also, you have to remember that only the same type of units have free upkeep that you can recruit there.
So, even if you can recruit Archer Militia in Paris(and thus have free upkeep there) it doesn't mean they have free upkeep in some other settlement where you can only recruit Spear Militia.
You get two free upkeep units of any type in stone forts (if you can build them). When you conquer a settlement, you may get no free upkeep until you have increased the culture of that place until it is high enough to allow building your units. You get up to five free upkeep units in a city and the number you get is dependant only on the type of settlement it is. However, it is worth upgradging the barracks line of buildings in a city because if you can build a unit there then you can get it as a free upkeep unit, which may save you money in the long run.
