There is a building called Pahlava Vassal... i have read the STRATEGY: part...

but i still dont understand the bennefits and the downsides...

please explain in a rather simple way :)

Vassal kingdom is a basic type 4 government, only with diffeent name. You can recruit merc generals and build the highest level of local MiC when you establish it.
