Help please

Hi,
I am a complete newbie - I bought Napoleon TW from Game as a download (much to my dismay as I didn't know that Steam was the necessary delivery method).

I don't seem to have downloaded a user guide. So my question is painfully simple...
How do I actually purchase buildings? When I click on the buildings I get information on the options but cannot seem to buy them.

Sorry for the ignorance but as a result I only survive a short time in the tutorial campaign.

Do you have enough money to buy any buildings?

Also bear in mind that buildings get built/updated in a certain sequence. Many have prerequisites.
