I read this in the local newspaper today and thought it was interesting, 77 out of 88 council members are being charged with fraud, theft, and corruption

That is pretty bad, but what can you do, they probably won't look kindly on any outside meddling.
Yikes:
Outside the council chambers last week, Delegate Ernest Yazzie defended the use of discretionary funds, saying, "It's our own people doing for their own people. What's wrong? At least us, we help the people."
Indeed, patronage politics are a great way of ensuring that the people who need support and services get them -no, wait...

You confuse me, DevDave, and not just with your coy flirtation that sets my heart all a-flutter. Are you saying that the epic corruption on a tribal council is in some meaningful way tied to them being democrats? I wasn't under the impression that Native Americans were a particularly active or sought-after voting block. I mean, you're just coming in from right field on this one.
This prompts two questions:
- Are you drunk?
- Are you naked?
Native Americans vote overwhelmingly Democrat, even if many Indians identify themselves as conservative.

It is the leftist paradox. Most minorities are more socially conservative than mainstream society, but vote overwhelmingly leftwing. It's the same in Europe.
Incidentally, I predict the courting of the socially conservative leftwing vote of minorites the largest political battle in America in the next two decades. Will the Latino vote switch to where it belongs - the GOP? Or will it remain Democrat?
There is a reason why the Republican party, despite the wish of its traditional base, refuses to curb either legal or illegal immigration or otherwise go against the interests of Hispanic Americans. They want to win the Hispanic vote over, as it increasingly manages to do.
