Looking for the descr_character file

I am looking for a file named descr_character. I know it exists in Rome:Total war and all mods but I can't seem to find it in M2TW. I essentially want to mod campaign map movement distance. So if anyone knows how to find this file (or its equivalent if renamed) or how to mod campaign movement then please let me know.

I understand that you need to unpack the files first to access this file, which I haven't done. There's a tutorial in the mod section.
